Safe Seoul Festival 2026 ended on September 19. Its listings remain online, but they are not invitations to attend an October event. For foreign residents researching safety education in Seoul, the useful part of the record is more specific: a multilingual CPR booth, interpretation support, and a separately booked group visit were advertised. Those were different ways to participate, with different conditions.
This is a researched explanation of the September program, not a report of attendance or a current training reservation page.

The September event, with the missing practical details restored
The Seoul city announcement, published September 15, placed the festival at Yeouido Park's Culture Square, September 17–19, from 10 a.m. to 5 p.m. Admission was free. General participants could register at the on-site information desk without an advance booking, although activities could close early when capacity was reached.
The advertised activities included escape-descender and water-extinguisher experiences, earthquake and crowd-safety scenarios, CPR, battery safety, and aircraft or seat-belt safety. These were opportunities to practise with staff. A program listing alone does not establish that every participant completed every activity or received a qualification.
That distinction matters if your aim is to learn a specific skill. Seeing a fire vehicle, trying a short demonstration, and completing assessed training answer different needs. The published festival notice should not be used as proof of CPR certification or workplace training credit.
What the foreign resident center's H2 booth provided
The Seoul Foreign Resident Center's September 3 notice identified booth H2. It advertised a multilingual CPR kiosk, multilingual safety guidance and interpretation, and information about the center's programs. Its audience included both Korean and foreign residents, and participation was free.
This is firmer evidence of language support than an assumption that an international city automatically offers English at every booth. However, the booth notice did not enumerate every kiosk language or promise a dedicated interpreter for each activity at all times. Readers should not extend its wording that far.
For a future safety session, the question to ask is therefore specific: can an instructor explain and correct the skill in your language, or is translated screen text the only assistance? Someone comfortable reading English may still need spoken clarification while handling unfamiliar equipment.
The twelve-person group was a separate booking
A second center recruitment page offered a September 17 group visit from 1 p.m. to 4 p.m. for 12 foreign residents living in Seoul. It advertised English, Chinese, Vietnamese and Mongolian interpretation. Applications used an online form; the listed application window was September 10–16. The page now marks applications closed.
The twelve-person limit applied to that organized outing, not the entire festival. Similarly, the group's Seoul-residency requirement should not be presented as a universal restriction on all festival visitors. An overseas tourist reading the group notice and a Seoul resident looking for language-assisted participation were looking at different routes.
Do not submit personal details to the old form expecting a place in a future edition. An accessible application link is not evidence that recruitment is active.
Using this record to find suitable training next
If you want instruction now, contact the center about currently recruiting safety education, rather than asking for the September festival booth. The recruitment notice lists 02-2229-4900 for multilingual inquiries. A useful message states your preferred language, the skill you want to learn, whether a child will participate, and whether you need a certificate. Ask the organizer to distinguish a demonstration from a course before you commit.
The verified September notices do not establish a 2027 festival date, replacement October session, age threshold for each apparatus, or current course availability. This article therefore supplies no invented booking link or promised alternative class. Its practical conclusion is narrower: the 2026 event did advertise foreign-language assistance, but the open festival, H2 booth and prebooked group were three distinct arrangements.
