An empty bottle can turn a short Seoul walk into a search for a working tap. Arisu, the city's tap water, is available through designated drinking fountains, but a location on a map is only the beginning of the decision. Check that the point is accessible, intended for drinking and operating normally before filling your bottle. A closed outlet is a reason to change the stop, not to improvise with another nearby hose.
For visitors planning an autumn outing, the useful distinction is between a permanent fountain, a temporary event installation and the water already carried from a known source. Each has a different degree of dependence on opening hours, maintenance and an event schedule. This is a research-based planning article, verified October 9, 2026, rather than a test of an individual fountain.

Three refill options with different limits
A fixed fountain can anchor a route, conditionally
The Seoul Water English introduction identifies drinking fountains in major parks, public agencies and schools. That gives you categories of places to investigate, not permission to enter every institution. A school fountain behind a controlled entrance is not a public detour simply because the water authority lists schools among its installations.
For an ordinary walk, choose a point on the public part of your route. Think about the entrance as well as the distance: a fountain just across a fence can be less useful than one farther along an open path. If your companion needs a level approach, evaluate that approach before committing the group to a refill stop.
An event fountain follows the event
Seoul's September 8 autumn announcement describes temporary companion fountains connected directly to nearby water pipes. It separately describes the WOW promotional vehicle that brings Arisu and related activities to events. These are different arrangements, and neither should be treated as a permanent neighborhood water point.
An old photograph of a festival fountain may show something already removed. Use the current event's information desk or installation notice to establish its location and operating period. A promotional vehicle's presence on one day does not establish a dependable refill on the next. Carrying your own initial water avoids making that uncertainty the first problem of the outing.

Your carried water buys flexibility
Based on the verified information, a practical plan is to leave with a clean, filled bottle and regard a mapped fountain as a possible replenishment point. The amount to carry depends on the person, activity and conditions; this article does not prescribe a universal intake. A refill plan should reduce disposable purchases without making access to water precarious.
If you choose a bottled alternative, distinguish ordinary retail drinking water from bottled Arisu. Seoul Water says bottled Arisu is not a retail product and is supplied for circumstances such as disasters or interrupted water service. Do not spend time searching shop shelves for a municipal bottle that the authority says is not for sale.

Read what the map actually tells you
The official Arisu Map provides separate layers for outdoor fountains, automatic monitoring, water interruptions and water-quality results. Its legend distinguishes suitable, unsuitable and under-inspection states. Read the selected layer and any accompanying information instead of assuming every colored symbol has the same meaning.
The neighborhood water-information page also describes supply routes and local water-quality information. That can explain the system serving an area. It does not by itself describe the cleanliness of a particular spout, whether its button is broken or whether a gate is locked today.
Before setting out, identify one likely refill point and one place to obtain an alternative. Save the location name or nearest entrance if you may lose connectivity. This is a route-planning recommendation, not a claim that the map supports an offline download function. On arrival, the physical outlet and its management notice complete the decision. If a selected point sits inside a building, also establish whether you can reach it during your planned visit. Public ownership alone does not establish unrestricted access to every interior.
What changed in 2026, and what the numbers cannot prove
Seoul announced on March 12 that 1,777 outdoor fountains would restart on March 15 following winter shutdown. A separate news report corroborated that announcement. The figure describes the spring program; it is not a count of functioning outlets verified on October 9.
The city also distinguished 362 water-quality test items for the wider supply from planned quarterly fountain checks covering five parameters. Those are different scopes. “362 items” should not be read as an individual fountain having 362 live sensors, and a periodic test is not continuous observation of everyone who uses the mouthpiece.
The March release described a further map-linked real-time information system as a plan for the year. A planned completion date is not evidence that every promised function has been delivered. Use the information actually available for your selected point, including its date and status, and leave room for an unavailable outlet.
At the outlet: use, skip or report
Approach a designated drinking point and read the local notice. If it is shut, marked unsuitable or under inspection, or visibly damaged, choose another source. Do not remove covers, force a control or assume a nearby utility tap has the same purpose. A visual check is not a laboratory test; it simply prevents treating obvious operational problems as irrelevant.
Keep your mouth and the bottle opening away from the spout. Seoul's published hygiene advice asks people to use their own bottle or tumbler and avoid mouth contact. Hold the bottle so the outlet remains clear, fill without blocking another user, then close it and move away from the approach. Keep the cap somewhere clean rather than placing its inside on the basin.

For a leak, broken component or hygiene problem, use the management contact posted on the fountain. Note its location and the problem you observed. Report observations rather than diagnosing contamination from appearance. Avoid photographing other users unnecessarily. If the label is unreadable, ask the responsible park or facility staff to identify the point.

Refill questions visitors actually face
Does a fountain pin mean water is flowing now?
No. It identifies a mapped facility. Check its status, access and physical condition when you reach it.
Is every water outlet in a park for drinking?
Do not assume that. Use designated drinking facilities and follow their notices; maintenance hoses and other taps are not interchangeable.
Can I depend on an event fountain after the festival?
No. Temporary installations follow event arrangements. Confirm the current location and operating period.
Must I touch the spout with my bottle to fill it?
No. Keep the bottle mouth clear of the outlet, consistent with the city's no-mouth-contact guidance and personal-bottle recommendation.
Where should I report a broken fountain?
Use the contact on its management board and identify the exact point. In the meantime, choose another drinking source.
